my answer is yes. if people spend more time driving then talking on cell phones then the drivers would be more focused on the road. your answer?

Yes, it definitely can, esp if you're at light and in busy stop and go traffic. You can easily get distracted from talking to that person on the phone. When my mom was talking to her friend on the phone, she missed her exit that she was supposed to get off on. I ran a red light by mistake while talking to my boss on the phone and I was so lucky that I didn't hit someone or get caught by a cop {knock on wood}. It's also difficult to turn on the blinker while switching lanes and turning since you're using only one hand on the wheel. So, just let your phone ring if someone calls, and wait till you're parked somewhere to make a call.
