I believe that you need to have University EP in order to give your Sims cell phone. Just search for the shop in community lot that has the blue vending kiosk that sell mp3, cell phone and handheld game. Then, just click on the kiosk and choose "buy...mp3/cell phone/handheld game" for your Sims. The cell phone will be saved in your inventory, and to use it, just click on your Sims.
